POSITION OVERVIEW:
The U.S. District Court seeks applications from qualified candidates for the position of Clerk of Court (Clerk). This is a high-level position responsible for managing and administering a federal trial court whose jurisdiction covers the State of Utah. The Clerk is appointed by the judges of the court and serves under the direction of the Chief Judge. The Clerk is responsible for directing the activities of the office of the clerk, currently authorized at 45 professional and clerical positions, and for overseeing performance of the statutory duties of the office. Included among these responsibilities are policy development, implementation, and monitoring; long-range planning; budgeting; financial management; information technology; human resource management; property procurement and management; space and facilities; and public relations.

The position entails administrative and managerial functions that include but are not limited to:
* Consult with and make recommendations to the Court regarding policies, local rules, and administrative practices and procedures;
* Employ, train, supervise, and manage personnel in diverse professional and clerical disciplines including automation, finance, and operations;
* Prepare and manage the annual budget of the Court in compliance with U.S. Government and Judicial Branch regulations and controls;
* Conduct special studies and projects and preparing statistical and narrative reports on Court activity;
* Work with other agencies on facility management, building projects, records archiving, communications systems, etc;
* Direct the court's financial service functions including purchasing, contracting, disbursing and accounting functions;
* Manage staff responsible for processing civil/criminal cases, issuance of process and maintenance of official records in the custody of the court;
* Manage jury operations; recommend and implement modifications to existing practices as required to improve juror utilization; and
* Serve as the chief operating officer of the Court and perform all relevant duties and functions associated with that status.

MINIMUM QUALIFICATIONS:

EXPERIENCE: A minimum of 10+ years of progressively responsible administrative experience in the public or private sector sufficient to obtain a thorough understanding of organizational, procedural, administrative, and human aspects of managing the operation of a high-profile public-service organization. At least three years must have been in a position of substantial management or executive-level responsibility. Applicants should be familiar with and have significant experience in overseeing complex interactive and remotely accessible information management systems in the public or private sectors. Applicants must provide evidence of demonstrated skills in problem solving, organizational goal-setting, staff motivation, and effective oral and written communication.

EDUCATION: Applicants should have a bachelor’s degree and a graduate degree in law, government, public, business or judicial administration, or related field.

SALARY AND BENEFITS:
The salary range for this position is JSP-15 ($102,964) to JSP-17 ($150,664) depending on length, complexity, and relevance of experience; educational attainment; and current compensation as determined by the Court. The position falls within the Judicial Branch of the U.S. Government and includes most federal government benefits.

CONDITIONS OF EMPLOYMENT:
All application information is subject to verification. Appointment to this position is contingent upon a background investigation, FBI fingerprint check, and possible periodic reinvestigation. Retention depends upon a favorable suitability determination after a ten-year background investigation. The Court reserves the right to check references and contact former employers and subordinates. The Clerk of Court serves at the pleasure of the court and is an 'at will' employee and can be terminated with or without cause. The successful applicant will be subject to a one year probationary period. All judiciary employees are required to adhere to the judicial Code of Conduct and applicants must be United States citizens.
